Dear Ms. Benson: 

The Resource Development Council for Alaska, Inc. (RDC) is writing in response to the Alaska Department of Natural Resources’ (DNR) request for public comment for drafting regulation revision to 11 AAC 86 to implement Chapter 31 SLA 2020 (SB155). 

RDC is a statewide trade association comprised of individuals and companies from Alaska’s fishing, forestry, mining, oil and gas, and tourism industries. RDC’s membership includes Alaska Native corporations, local communities, organized labor, and industry support firms. RDC’s purpose is to encourage a strong, diversified private sector in Alaska and expand the state’s economic base through the responsible development of our natural resources. 

It is a policy of RDC to advocate for policy that enhances the State of Alaska’s competitiveness for all industries to attract new investment and grow the economy. RDC applauds the DNR for these efforts. 

RDC supported SB155 before it became law. It is important to our members DNR carefully considers the responses it receives from this scoping request. Further, RDC respectfully endorses the examples and suggestions for revision and clarification submitted by the Alaska Miners Association. 

RDC appreciates the opportunity to comment and will provide additional feedback upon review of the next steps.
